Thanks for your question. Generally, at the SWIB25 Programme page we indicate the time in UTC. As you say, this has to be converted for most people.
By now, you should see your local time when clicking on a specific workshop or talk, e.g. I see this at Keynote: Library Resilience Exercises by the Internet Archive (Screenshot):
For you, it should show your local time. Please confirm if that is the case.
